CPDE's mission consists in promoting the effectiveness of development in all areas of work, through active participation in GPEDC (Global Partnership for Effective Development Cooperation), based on the approach and respect for human rights. With a view of a consolidated foundation for the participation of civil societies, CPDE focuses on supporting non-governmental organizations at national, sub-regional, regional and sectoral levels, through coordinated initiatives at both regional and global levels, in terms of development effectiveness.

For this, CPDE adheres to the following values: mutual respect, equity and gender equality; accountability to members and colleagues; and transparency in all decision-making processes and actions. Since 2013, the Black Sea NGO Forum has developed a partnership with CPDE, through which regional discussions within the Forum are incorporated into the global context of development.

In addition, FOND has become a focal point in the Black Sea and Balkan sub-regions - part of the European regions within the CPDE.
