Federation membership

Who can become a FOND member?

The Federation is accessible to all organizations that carry out activities in the sphere of international cooperation for development and humanitarian aid. 

The Federation has in its composition the following categories of members:

a) active members;

b) observer members.

Any non-governmental organization that requests it and cumulatively fulfills the following conditions can acquire the status of active member, by decision of the Board of Directors. If the organization:

- is active in the field of international cooperation for development and humanitarian aid and/or has expertise in at least one of the priority areas within the national cooperation strategy for development;

- operates on the basis of Romanian legislation in force;

- is politically unaffiliated;

- adheres to the purpose and objectives of FOND;

- pays a membership fee, the value of which is determined by a decision of the General Assembly, but which cannot be lower than the minimum level of the membership fee;

-is transparent and publishes its annual narrative and financial reports.

Founding members are active members by statute.

Any non-governmental organization that requests it and is actively involved in activities in the field of international development cooperation and humanitarian aid and/or has expertise in at least one of the priority areas of the national strategy for development cooperation can become an observer member of the Federation, which, knowing the statute of the federation, agrees with its provisions, and understands that through its own activity, it contributes and supports the achievement of the goals of the Federation and pays a membership fee whose value is determined by the decision of the General Assembly, but which cannot be less than the minimum level of the membership fee.

The status of observer member is acquired by the Decision of the Board of Directors, as a result of the approval of the application for membership submitted to the FOND Secretariat, and the subsequent informing of the members of the General Assembly. An organization can remain an observer member for a maximum period of one year.

Observers benefit from a series of rights and obligations shared with full members, except for the ability to vote and be represented in the governing bodies of the Federation. The package of services that the observers benefit from is established annually by the Federation's Board of Directors and is approved by the General Assembly.

Applications for admission as an active member or observer member of the Federation shall be addressed to the Board of Directors, together with the documents proving the fulfillment of the membership conditions. Based on the mentioned documents, the Board of Directors admits or rejects the requests, and will inform the members of the General Assembly.

In case of rejection of the request, the Board of Directors will communicate the answer, with the support of the FOND Secretariat, to the organization that requested registration, within 15 working days.

Any changes to the data declared upon entering the Federation must be brought to the attention of the Board of Directors within 15 days from the date on which these changes occurred.

The procedure for obtaining the status of active member or observer member is as follows:

The membership file must be sent to the attention of the FOND’s Executive Director and will include: 

  • letter of intent to join; 
  • the organization's CV; 
  • copy according to the organization's statute; 
  • the last annual report; 
  • the last balance sheet of the organization.* 

*If the organization is newly established, is carrying out activities but has not yet submitted a balance sheet, then it is not necessary. 

FOND’s Executive Director issues a Request for membership fee, in the amount of 50 Euros, payable in RON at the BNR exchange rate on the day of payment, which will be sent to the organization that submitted the membership file. 

The organization that submits the membership file, has the obligation to pay the membership fee before its request is resolved. 

The membership fee is paid regardless of the type of membership chosen, observer or active.

 The application and documentation will be presented by the Executive Director and evaluated by FOND’s Board of Directors and evaluated by it at the next meeting.

After obtaining the approval of the Board of Directors, the application will be submitted for voting during the General Assembly Meeting of the Board of Directors of FOND. The final answer will be sent to the organizations within 15 working days of the final decision.
