Policy & Advocacy working group’s objectives:
- To influence the political debate and policy formulation on international cooperation for development in Romania.
- To promote the member organizations’ interests, as strategic partners of the Romanian government by influencing policy on development cooperation, that has an impact on non-governmental organizations and tracking NGOs access to public financing assistance for development.
Role of the Policy & Advocacy Working Group
1. To act as a consultation group on policy development in addition to the Board of FOND
2. To identify new initiatives and issues, make proposals and locate capacity within FOND
3. To bring conceptual clarity and provide strategic direction for FOND
4. To create a background for learning, monitoring and evaluation.
The Policy & Advocacy working group’s members pursue achieving the goals set by exchange of information, coordination of their activities, at national and regional level, common reflection on the issues and define the main areas where they can take joint action, such as joint statements, position papers and presentations in the various events and conference at which they participate.
The main activities of the Policy & Advocacy working group :
- Facilitating the exchange of information from meetings, events and other sources and promote debate on development cooperation
- Preparation of common FOND’s positions and communication to the relevant institutional players
- Coordination the common positions and joint activities, when necessary
- Monitoring legislation and policies at national and European level in the field
Policy & Advocacy Working Group role is to observe, react and comment on the process, proposals and measures proposed by important actors in the field, to prepare the FOND positions, and to discuss with the relevant actors (Government, Parliament) before their completion through a process of genuine consultation. On this basis will be lobbying activities of FOND. The lobbying activities will be planned in close touch with the Board FOND, with the FOND Secretariat and other working groups, and when necessary, in cooperation with other networks and national and European platforms.
The main topics of interest:
· The national strategy of development cooperation (geographic and thematic priorities)
· Official Development Assistace for (ODA) (volume, allocation arrangements)
· Involving civil society in planning and implementing ODA
· Relationship with key stakeholders for policy development Romania (Parliament, political parties, government, MAE)
· European debate on the allocation of development assistance.
