Towards open, fair, sustainable Europe in the world – EU Presidency Project 2019-2021

Towards open, fair and sustainable Europe in the world - EU Presidency Project 2019-2021 (First phase: Romania, Finland and Croatia January 2019 - June 2020)" is an european project implemented at national level in the context of the Romanian Presidency at the EU Council, in the first semester of 2019 (1st November 2018 - 21st October 2019).

The project is implemented by the Finnish Development NGOs platform - Fingo, in partnership with the national NGO platforms that are active in the development and international cooperation field from Romania (FOND), Croatia (CROSOL) and the European confederation of NGOs CONCORD, financed by the European Commission.

The overall objective of the project is to increase public support for open, fair and sustainable European policies, especially regarding the 2030 Agenda, development cooperation, human rights and civil society space.

The main activities that will be organized within this period involve: thematic workshops for NGO members, drafting policy briefs and advocacy papers on relevant topics at the level of the presidency trio, organizing the 11th Edition of the Romanian Development Camp, promoting education for development and raising the public awareness on Agenda 2030 and the Romanian Presidency at the European Union Council.

The upcoming presidency trio needs to set Europe on a sustainable path

Once with launching the Trio Programme of Romania, Finland and Croatia for their European Council Presidencies, the national NGO platforms (Fingo, Crosol, FOND and Concord) that are partners of the project  „Towards open, fair, sustainable Europe in the world - EU Presidency Project 2019-2021", drafted a reaction through which they welcomed several engagements of the Trio Programme but also layed out a critical view of what seemed to be neglected, for the next 18 months period.   

The reaction emphasizes that the years of 2019-2020 will be critical in reshaping Europe, seeing that xenophobic populist movements are gaining ground, while the space of civil society is being threatened in several countries.

Call for ”Critical Friend” external evaluator (EU Presidency Project 2019–2020) / DL: 22 February 2019

Finnish Development NGOs Fingo is seeking an external evaluator to carry out real-time learning evaluation of the EU Presidency Project, by using the Critical Friend methodology.

The six upcoming presidencies of the EU Council from 2019 to 2021 represent an important opportunity to advocate responsible political decision-making and active global citizenship for an open, fair and sustainable Europe in the world. Therefore, the six national NGO platforms and CONCORD (the European confederation of Relief and Development NGOs) have joined their forces to ensure long-term consistency and coherence between the individual presidencies.

The evaluator is expected to perform the following tasks:

  • Review project documents to date, carry out a desk review of relevant project measurement tools and conduct inception meetings with the coordination team;
  • Interview staff and Steering Group members, partners and other relevant stakeholders in order to gain an understanding of the project's aims;
  • Participate in selected project activities;
  • Conduct consultative workshops with staff and key stakeholders;
  • Participate in staff and Steering Group meetings;
  • Work as a dialogue partner for the key actors of the project in terms of project progress and give feedback on any improvements, gaps and potential opportunities;

Applicants may be individuals, groups of individuals with a designated team lead, or consultants. For more details regarding the eligibility conditions and requested documents for application, please check the terms of reference document.

Application procedure

Applications are to be sent no later than 22 February to rekry@fingo.fi. Applications will be reviewed, and the candidates shortlisted by an evaluation committee set up for the selection. A few suitable candidates will be interviewed prior to final decision.
