EU is one of the main international donators of humanitarian aid. Together, the European Commission and member-states provide about 50% of the global funds for emergency assistance.

The European Commission's Humanitarian aid and Civil Protection department (ECHO) is the EU driving force in this field, financing aid operations with the help of multiple partners (nongovernmental organizations, UN agents and international organizations) and coordinating the policies and activities of member-states. Moreover, ECHO also sets up efficient humanitarian work all throughout the world.

In 2013, the Commission has allocated humanitarian assistance of 1,353 billion EUR to help 124 million people from more than 90 non-EU countries. The European Parliament and the European Union Council operate as co-legislators in the process of developing EU humanitarian aid policy. In addition to this, the European Parliament monitors the delivery of humanitarian aid and struggles for budgetary provisions to meet humanitarian needs.
